EU supports Palestinians

"The European Commission approves additional amount of EUR 85 million in support for the Palestinian people in 2011"

How can this decision be translated in the light of the Fatah-Hamas reconciliation? Did the European Union relinquish the “financial blockade” policy? Is the EU willing to deal with Hamas? Or is it intending to continue supporting the Palestinian National Authority financially, while disregarding Hamas’ particiaption in any future Palestinian government?
